Absolute Water Right

An absolute, or perfected water right, is a water right that is granted permanent status when water has been physically diverted or controlled and put to beneficial use. A water right is granted for a specific amount of water to be put to a beneficial use from a specific point of diversion or control, for a certain purpose and for some rights a specified period of use.
